Brian Dowd serves the Moose International Membership Department as Territory Manager for New Jersey
State – Territory No. 8. He was appointed to this position in January 2018.
Brian joined the fraternity in March 2013 as a member of Beach Haven, New Jersey Moose Lodge 1575 where he holds a Life Membership. He served his Lodge as Governor, Past Governor, Trustee and Sergeant-at-Arms. Brian has also served as Chairman of numerous committees. He elevated to the New Jersey (NJ) Moose Legion 65 in September 2014. Brian has served as Chaplain, Vice President, President and Past President. At the Association level, Brian served the New Jersey State Moose Association as Moose Charities Chairman for two years, District 4 Past President and Past State President. He currently serves as the Association Liaison. Brian received the Fellowship Degree of Honor in 2019 at the International Convention held in Las Vegas, Nevada. He is a member of the 125 Division of the Moose 25 Club.
Outside of the Moose, Brian is affiliated with the New Jersey State Police Benevolent Association Local #46, the City of Garfield Fire Co. #5 Social Member and is a member of the New Jersey Exempt Fireman’s Association. Brian enjoys playing golf when not attending to everything Moose. He and his wife Betsy reside in Little Egg Harbor, New Jersey. They have 2 children, Jenna (John Young) and Tyler (Chelsea Dowd).

Phillip Febus serves the Moose International Membership Department as Territory Manager for Eastern
Pennsylvania, he was appointed to this post in January 2016.
Phil joined Sellersville, Pa. Moose lodge in 2003. He has served as Jr. Governor, Trustee, and for over 11 years as the lodge Administrator, in 2011 he was honored with Past Governor. Phil has served all chairs in the District 2 and served as district president in 2009 and president of William Penn 3 in 2010. Phil has also served all chairs in the PMA and served as its president in 2013-2014.
Phil is a member of the 25 club having sponsored over 280 members; Phil received his Fellowship Degree of Honor in 2005 and was honored to be the class representative of the 2015 Pilgrim Degree of Merit. Phil also holds memberships in Muncy Valley PA 866, Gettysburg PA 1526, Mooseheart IL 2655, Williamsport PA 145, Mt Holly NJ 737, Tower City PA1603, Sellersville PA 1539, North Jersey ML 2, William Penn 3, Mecca 9, Keystone 41, South Jersey 65, and Susquehanna 89.
Phil resides in Sellersville with his wife of 37 years Carla. They have two daughters—Amanda Beck, who is married to Chris Beck, and Stephanie Schmidt and her partner Ryan Franks. Phil and Carla have 5 grandchildren: Liam and Lily Beck, Owen Schmidt, and Maison and Harper Franks.

Born and raised in Tunkhannock, Pa. At a very early age I worked for the local farmers doing chores before going to school. Evenings were spent helping my parents on our own farm. Farming is something I enjoy and have continued to this day. My wife and I raise a small herd of beef cattle on or property in
Tunkhannock.
My wife Judy and I were married in July of 2009, blending our families to include three sons—Mark, Luke,
and Sean—our daughter-in-law Ashley, and two beautiful granddaughters Sally Quinn and Marjorie Joy
(Maggie for short).
I retired in February 2022 from Wyoming County Correctional Facility where I was a Corrections Officer for 36 years. I spent many of those years as Union Steward. I’ve been active in the Wyoming County Dart League and Pool League, both as a participant and an officer. I played softball for local teams, spent many hours hunting and fishing on our family farm.

I began my Moose journey in 2004, starting as a Trustee and becoming Governor a couple years later, I was Governor of the Tunkhannock Moose Lodge 1276 for 2 1/2 years then moved into the Administrator Role, which I performed for 7 1/2 years. I have been District President and was Chairman of the Safe Surfin’ Committee for PMA. Safe Surfin’ will always hold a special place in my heart and I hope to be able to stay active in some capacity. In August, 2021 I became Territory Manager for Territory 2 Connecticut/Massachusetts, Rhode Island). Until just recently transferring back to my home state and taking over Territory 3. (North/East Pa., Central/East upstate NY).
I am a member of the 25 club and I am short of the 250 division. I received my Fellowship Degree of Honor in 2021 and Pilgrim Degree of Merit in 2019. I hold memberships in Tunkhannock PA 1276, Avonmore PA 37, Montour Falls NY 426, Thompsonville CT 1525, Chicopee Fall MA 1849, and Susquehanna Legion 89.

Tom Woodings is a Territory Manager for Territory #4. My position is to help the lodges be successful
by training the necessary skills or getting them to the proper classes, like Moose International’s core
values and policies, checking that the Moose business skills are being followed and ideas to improve
a lodge.
My core value is to support people through an organization like the Moose which helps communities
by helping people that are orphans needing housing , food and education as well as seniors with housing
and living expenses through Mooseheart and Moosehaven.
Joining Universal Moose Lodge #298 (Pittsburgh, PA) in 1997 and seeing all the people the Moose helped, I joined the Western PA Legion #1 in 2012. A few years later, I received the Fellowship Degree of Honor in 2015. In both the Lodge and the Legion, I have held all the Board of Officers’ positions.
I have been helping with multiple different fundraisers. In the Sons of the American Legion Post 980 (2010-present), we have had fundraisers for our country’s Veterans. I start and served as the President of the Pittsburgh Chapter of the Marine Corps Family Foundation where over 25,000 care packages have been sent to the front line troops, during the years of 2009 until 2016.
Lastly, I was an Class A Member of the Professional Golfers Association of America (1986 – 2005) and named as one of Americas
top 100 golf instructors by Consumer Research Inc. and listed in Golf Digest Magazine in 2000.
